Skype 4.0 Beta 3 version is available for Windows users. Skype 4 beta 3 looks a lot like Skype 4 beta 2, but it packs a few new features. It has support for Outlook contact importing, abuse reporting, and a bandwidth manager that aims to improve call quality.
